Rugby Europe 2025 Men's 7s Conference 1 will be composed of a single tournament involving 8 teams playing different pools phases and ranking games.

The two best team of the Tournament will be promoted to 2026 Trophy Series. The last ranked team will be relegated in Conference 2 division.
