Romania upset the Hosts to Reach Under 19 Final

 A last gasp try from Romanian Number 8, Adrian Motoc saw Romania reach their first Rugby Europe Under 19 final in four years keeping alive their hopes of qualifying for World Rugby’s 2016 Junior World Trophy in Zimbabwe. This engrossing semi final proved a clash of styles as Romania’s big forward pack picked and drove as they sought to breach an excellent Portugese rush defence. In attach the Portugese, true to their traditions, aimed to move the Romanians around the park, looking to unleash the backs at every opportunity.

Rugby Europe 7s women grand prix series U18 - England winner

On 12th and 13th September the Belgian Rugby Federation hosted the women’s U18 Grand Prix sevens Tournament in Liège.  Twelve teams competed to decide which Union would win Bowl, Plate and Cup in what turned out to be a successful and exciting rugby event.

Spain, Ireland & Portugal keep Women’s Olympic Dreams Alive

 The European Repechage held in Lisbon at the National Sports Complex, Jamor saw Spain win the Cup Final in a competitive and entertaining match 26-19 against Ireland. The 2 teams still gave all in the Final despite already booking places in next year’s World Rugby Global Repechage after their Semi-Final wins. The winner of the Global Repechage will book their place in Rio 2016.

Russia, Germany and Ireland keep Olympic dreams alive

Russia, Germany and Ireland can still dream of Rio after taking the top three spots at the European Olympic Repechage Tournament at Honor Stadium do Jamor in Lisbon today. Congratulations go to an excellent Russia side who won the Tournament with a 38-12 over a German side who were outstanding throughout the European Sevens season. Both could afford to relax a little in the Final having booked their places at next year’s Global Repechage with Semi Final wins over Ireland and Georgia respectively.

The first day of competition in Lisbon,  showed no real surprises with Women’s Sevens GPS front runners in this tournament; Spain, Ireland and Netherlands dominating their pools. Belgium (who face neighbours Netherlands in the Cup Quarter finals on Day 2), however created the day’s upset by beating WGPS 2016 10th ranked team Ukraine.

Georgia Upset Favourites Russia but Top Seeds all Safely Through

Georgia produced the shock of Day, One in this crucial Olympic qualification Tournament by  beating Russia in their last Pool Game to deliver some thrilling Cup Quarter Finals for Day 2. With the scores all square at 7-7, Russia were penalised for dangerous play, allowing the Georgians to drop a Penalty Kick at the death in the last play of the game to win 10-7. As a result, Russia are forced into a mouthwatering Cup Quarter Final against resurgent hosts Portugal who breezed through the Pool Rounds with impressive wins over Ukraine, Poland and Belgium.

France are 2015 Rugby Europe Sevens Grand Prix Champions after beating hosts England 14 – 5 in the Cup Final of the Exeter Sevens. The newly crowned Champions won each of the three legs in Moscow, Lyon and today in Exeter to retain their Series title in front of 3,500 vociferous fans in England’s south west.

WGPS - France book ticket to Rio Olympics with WGPS victory in Malemort

Teams begin the battle for the Olympics & Women’s Sevens World Series

All teams have arrived in Kazan (Russia) for the 1st leg of the 2015 Sevens Women’s Grand Prix Series. The venue the hosted the 2013 World Student Games Rugby Event will see teams battle for the European Championship as well as Rio 2016 and the chance to qualify for World Rugby’s WSWS as a core team for the 2015/16 season. Teams trained at the stadium venue on the day before the tournament start on 13th June which also hosted the “Impact Beyond” activities for Get into Rugby and the Russian Women’s Sevens National Championship.

450 children take part in Get into Rugby-event during World Series Amsterdam.

 On Friday 22nd May 450 children visited the Women’s Sevens World Series in Amsterdam, the Netherlands. They were not only there to watch the games, but also to get acquainted with rugby. Many partners were involved to help the Dutch Rugby Union (NRB) organise this event: Tournament organisation S.R.P.A., local club AAC aided by students from sports academies and players from the Rugby Talent Academy N.T.C. were present to give technical instructions to the group of enthusiastic young children.

 During the 12th of May the Russian region of Krasnodar was launched in GiR, making it the 4th region to have an official GiR Activity in cooperation with World Rugby and Rugby Europe. The Rugby Union of Russia coordinated a fantastic activity in a unique venue, the Kuban University of Sports, in Krasnodar. University students, professors and local school teachers were invited to this activity, and 70 of them participated in a 3 hours theoretical session with a 1 hour practical session were local school students joined to facilitate the course.

ENC Division 3 - Hosts Montenegro triumph in their first International 15 a side match

It was a momentous day for Montenegrin Rugby as Rugby Europe’s newest Member Union beat Estonia 29-27 in a thrilling match at Bar Stadium.  In glorious sunshine, the visitors Estonia raced to an early 10-0 lead with a brace of tries from pacy left wing Marten Martinson. Montenegro, playing their very first international match, hit back with a try from the impressive centre Vucicevic with Srdjan Popovic adding the conversion and a penalty to make the score 10-10 at half time.

2015 Rugby Europe U18 Championship - Day 3 round-up

In the final of the Elite Division of the 2015 Rugby Europe U18 Championship, the hosts France who defeated the holders England 23-19 in Blagnac this afternoon, will play Georgia, who, with the score level 6-all at the end of their match against Italy, managed to qualify to the final after a penalty shoot-out in Albi. The Georgians won the shoot-out 5-4, having knocked out Ireland in the previous round, also after a penalty shoot-out. This is a remarkable achievement for the Georgian team, who started the tournament as the seventh seed. The final will be held at Ernest-Wallon Stadium (Stade Toulousain), on Saturday 4th of April, 5.00 pm. Today's losing teams England and Italy, play in the bronze final at the same venue, with the match kicking off at 3 pm also on Saturday.

Semi-finals: a busy day for the Continent's Top U18 Teams

  The clash between the reigning Champions England and hosts France, at Blagnac near Toulouse dominates the mouth-watering draw of the third round of 2015 Rugby Europe U18 Championship, which also includes the unbeaten Italy and Georgia, as well as the leading lights of Division A, Russia, Romania, Germany and Belgium. Day 2 Round-up - Division A   The four double headers featuring the 16 teams of the second (A) and third (B) divisions of U18 Rugby Europe Championship were played on Saturday, 28th of March at four rugby clubs in Toulouse area in Bruguiers , Pamiers, L’Union and Ramonville. The guests, both the visiting teams and Rugby Europe officials have praised the immaculate match arrangements   of the four clubs, members of Midi-Pyrenees region, one of the largest in French rugby, and host of the 12th Under18 Rugby Europe Championship. “A personal matter” - Georgian players say No to violence against Women

  Thirty-seven-year-old Nodar Anguladze, who recently represented his country and the game of Rugby at a UN seminar on the “Place of sport for women’s empowerment post-2015”, is a well-known figure in Georgian rugby circles. He started his playing career with the Tbilisi club Lelo and Locomotive, after which he played for Georgia U20s and represented the country at senior level in both 15s and 7s for a number of years. A graduate in Business studies of Tbilisi University; he attended Asheville HS in North Carolina, US and got a degree in international management from the Amsterdam School of Business - not bad for a rugby Union Development Manager.

RWC fever

After visiting Italy in January, the RWC trophy will land in Bucharest tomorrow for a two-day visit, as part of its European Tour, before the eighth RWC tournament kicks off in England in September. The Romanian team, who was one of the original 16 participants invited to the first tournament in 1987 have played in all seven editions so far.  The tour of the William Webb Ellis trophy is organized by Land Rover and DHL, two of the RWC 2015 World Wide Partners.

RUGBY EUROPE Championship Stage 4 round-up

While three of the Six Nations are still in the race for the Six Nations title, to be decided next weekend, on the Continent, Georgia has made a decisive step towards winning the Rugby Europe Championship 2015, by dispatching Russia by 33-0 in Tbilisi, with Spain moving into the third place after defeating their Iberian rivals Portugal 19 -8 in Coimbra. However, probably the most remarkable result came from Heidelberg, where a fast-improving Germany acquired their first point this season, a defensive bonus point, by going down 17-12 to Romania, who remain second in the table. The Oaks may still be able to derail the armored Georgian train  in the final and decisive match in Bucharest, next weekend. Chris Thau reports

This is a significant match for both Spain and visiting Georgia in the third round of Rugby Europe Championship, as they are trying to recapture their first round form and fortunes, when they had the better of Russia and Germany respectively. Preview Portugal v Germany Changing negatives into positives!

This is going to be the 9th match between the two nations, a series of intermittent clashes that started in 1974, with Germany winning 20-10. The next match was played some 14 years later with Portugal extracting revenge 13-9 in 1988, but Germany struck back winning 30-15 the following year. Russia v Romania – preview (28/02/2015 at Krasnodar, Russia) Long-standing rivalry!

The beginning of rugby contacts between the two countries go back to the mid-1970s, when Russia was just a part of the Soviet Union and then Communist Romania, as one of the leading Continental nations, was a supplier of rugby know-how and qualified opposition. Romania was one of the earliest opponents of the emerging Soviet rugby, with the first ever international match between the two held in the unlikely venue of Burgas in Bulgaria in 1976. Romania was also among the early rivals of the newly-born Russia, called for a short while the Community of Independent States (CIS), in 1992. From 1994, onwards the two nations played each other at increasingly regular intervals, with Russia recording their first win in 2004 in the City of Krasnodar, the very venue of this weekend match in Round three of Rugby Europe Championship.

Well, ask Germany coach Kobus Potgeiter and his players what they think about that after losing to Russia for the second consecutive time in less than a year in the closing stages of a match, having led at half time and for quite a while into the second half. Georgia coach Milton Haig has appointed 30-year old Shalva Sutiashvili of Massy club, in the French ProD2 division ; captain for the match against Fermany tomorrow. Sutiashvili, who made 43 international appearances for his country, two as captain, replaces the long term captain Irakli Makhchaneli who retired last November.    Germany have also made changes, as expected. RUGBY EUROPE Championship Division 1A kicks off on Saturday

Spain, Portugal and Germany host the opening matches of this year’s Continental Europe premier competition, the Rugby Europe Championship on Saturday the 7th of February. Previously known as FIRA-AER, the governing body of European rugby has voted unanimously to change its name to Rugby Europe, as part of a re-branding exercise reflecting the changes in the European and global game. Accordingly, the first division of the European Nations Cup, which was launched in year 2000, has been renamed the Rugby Europe Championship and kicks off at three European venues in Madrid, Lisbon and Heusenstamm this Saturday.

Training & Education in Europe kicks off 2015 in Madrid

8 delegates from Luxembourg, Portugal, Romania, Spain & Switzerland participated on the 2nd part of a World Rugby/Rugby Europe Level 3 Coaching Accreditation Course, which was facilitated by World Rugby licensed Educators Colin Moran (IRFU) & Gerry Roberts (WRU)   The Course has been 1 of 2 parallel courses that began last year in Europe. The 2nd part of the other course in Georgia, is to be completed later in the year. Delegates took part on Part 1 of this course in July last year and have since then been evaluated coaching their own teams and undertaken some analysis and planning exercises. The Course theme is “Analysis & Preparation” where participants practise their planning and delivery of coaching sessions. Practices with some local players during Part 2 of the course took place as part of the modular work. Some delegates will have now been deemed competent enough to receive their Level 3 certification, whilst others will continue work in their own unions towards competency. Many thanks must go to the Spanish Federation, especially Cesar Archille for hosting and organising the Course and of course many thanks to Colin & Gerry in doing such a great job with the Course delivery.

RUGBY EUROPE celebrated 80 years since its launch in 1934, at its 93rd General Assembly, held at the headquarters of Societe Generale Banking Group, at La Defense in Paris, last weekend (28/29 November).  The anniversary meeting was attended by 96 delegates from 42 member Unions, including the Home Unions (England, Scotland, Ireland and Wales), France and Italy and was run in parallel with a reunion of RUGBY EUROPE Board of Directors.  Georgia retained their title as European Under 19 Champions with a 44-14 victory over hosts Portugal at the Honour Stadium, Jamor in Lisbon.   After a nervous start from both teams, Georgia grew in confidence as their forward pack began to dominate, providing quick ball for an exciting back line marshalled by Fly Half Revaz Jintchvelashvili.   After scoring an early penalty Georgia made the breakthrough in the 20th minute when the lively Jintchvelashvili burst through the center and offoaded to Liparteliani who put skipper Badri Alkhazashvili to score under the posts. Another try through number 8 Lobzhanidze stretched the lead before Portugal hit back with a try from flanker Pedro Rosa, converted by Joao Leitao to go into the break with Georgia leading 20 - 7.   The second half grew in physical intensity with big tackles coming in from both sides. Portugal battled to gain momentum and unleash the flowing attacking play that we has witnessed in previous games. Georgia however, remained resolute and added four second half tries to Portugal's one to run out winners and worthy 2014 Under 19 European Champions.

Young Players aim to "Keep Rugby Clean"

RUGBY EUROPE is passionate about providing the best quality international competition to develop players from youth through to senior international level. The Portuguese Rugby Federation hosted a number of IRB/Rugby Europe Training & Education courses during a “Super” 2 weeks of various IRB/Rugby Europe courses. Courses started on 25th September with Medical Educator and Level 2 Strength & Conditioning Accreditation Coaching Courses. As an Impact program for the host union, the Medical Educators utilized their new found skills by delivery a Level 1 First Aid in Rugby Course to delegates from the Portuguese Rugby Federation. These courses were then joined by delegates for a Level 2 Sevens Accreditation Coaching Course and the week of activities will continue on Sunday 28th September with a Level 2 Immediate Care in Rugby Course.

  As part of the Impact programs at the Rugby Europe Women’s U18 European Championship in Enkoping (Sweden), an IRB/Rugby Europe Coaching Sevens Accreditation Course was organised.

Possibility of an all Europe WRWC Final

 Semi-final matches are underway tomorrow (13th August) at the IRB Women’s Rugby World Cup. At the Stade Jean Bouin in Paris, there are 4 European teams in action.   Wales are first up at 15.45hrs. (CET) against New Zealand in a match to determine the finalist for the Tournament’s 5th place match. This will warm-up the expected full stadium for the World Cup semi-final matches, where three European teams are involved and looking to progress to the Final to be played on Sunday (17th August).   Ireland will face England at 18.00hrs. (CET) and be followed by hosts France vs. Canada at 20.45 (CET).   All matches at Stade Jean Bouin can be seen live at   At the Marcoussis venue, Spain will be representing Europe for a place in the final for 9th place against Kazakhstan from Asia. Spain were today (12th August) making their final preparations at the Centre National de Rugby in Marcoussis (see picture).

As Part of “TES”, Italy supports Liechtenstein with the Development of Coaching Sevens

Recently, Diego Sacca visited Liechtenstein as part of the IRB/Rugby Europe Training & Education Support “TES” scheme. In the town of Planken, an IRB/RUGBY EUROPE Level 1 Sevens Coaching Course was delivered by him. The course aims  to assist coaches in coaching players to play Sevens Rugby to the level of the players’ ability, based on an understanding of the Sevens Game. This is done through a mixture of practical and theoretical sessions, focusing on the principles of Sevens Rugby. Many thanks must go to the FIR for allowing Diego to undertake this visit and to Diego for delivering the course.

RWC 2015 : Russia book a place in Repechage Final

 Russia remain in the hunt for the final place at Rugby World Cup 2015 after beating Zimbabwe 23-15 in their Repechage semi-final in Krasnoyarsk on Saturday.   The Bears, bidding to reach a second consecutive tournament, will now face Uruguay who beat Hong Kong 28-3 at the Charrúa Stadium on Sunday.   Who will win the right to join hosts England, Australia, Wales and Fiji in Pool A at RWC 2015 ?   The first leg of the match will take place in Russia on the 27th or 28th of September, the second leg will be in Montevideo Urugay on the 11th of October.

  The second stage of GPS 7s in Moscow on 28 and 29 June, England won the final game against Portugal 47-12. This leg in Moscow has show the return to the top of the ranking, the teams underperformed in Lyon 2 weeks ago have retablished the ranking after 2 stages. The better team after the four stages (Lyon, Moscow, Manchester and Bucharest in September) will be crowned European Champion 2014.

IRB/FIRA-AER Union Visit to Siberia, the hotbed of Russian Rugby

The town and region of Krasnoyarsk was recently visited as part a Union Review along with Moscow, by RDM Douglas Langley. The main findings and outcomes from the visit showed a keen willingness to soon launch Get Into Rugby-Europe in the 2 regions in conjunction with Training & Education support mechanisms for coaches, referees and teachers. This will also especially be linked with the dedicated Krasnoyarsk Rugby residential academies in the towns of Mogansk & the Krasnoyarsk Olympic College in Divnogovsk.

As in 2013, the French U19 Mens 7s team, in Lisbon, wins the U19 7s European Championship by beating Russia ( 38-19 ). The European podium 2014 is completed by Portugal which hardly beat Poland ( 22-19 ) for the third place. On the 16 participating teams, Ireland which won Pate, Germany Bowl and finally Latvia Shield also got noticed.

U18 Finalists make an IMPACT on the Rugby value of Integrity.

  During the final day of the Division “A” games, a number of Elite Division teams completed the Integrity Outreach Impact programme. Finalists England did a joint session with France. England Captain Sam Underhill said “I learnt how seriously anti-corruption is taken and what the far reaching consequences can be with match fixing and betting”. Wales and Portugal also took part in the final sessions of the programme. During the 2nd tournament Manager Meeting, some of the meeting delegates also showed their support for “Keep Rugby Onside” at “Integrity Corner”. 14 teams completed the program during the tournament with over 360 players taking part and all team staff. Many congratulations and thanks must go to the tournament organisers for supporting this and allowing this opportunity for the teams. 140418 DL

  Wednesday 16th April -  Results from today’s, matches have confirmed the final round of clashes in Division B . Switzerland will meet Sweden after wins against Ukraine and Luxembourg respectively, and will battle it out for the right to be promoted to Division A for next year’s tournament in Toulouse. Losing Semi Finalists Luxembourg and Ukraine will play off for third place while Lithuania and Serbia go head to head for fifth spot. Croatia, who lost to Serbia and Austria, well beaten by the Lithuanians, will fight it out to avoid relegation to Division 3.

  On the eve of the FIRA-AER U18 European Championship 2014, a press conference was organized, on April 10th, 2014 in the Poznan Centrum Novotel, where all the match officials and the FIRA-AER staff are accomodated, in order to officially launch the tournament. Michel Arpaillange, Tournament Director, Tomasz Rybachi and Jean François Kubas, of the Local Organization Committee spoke, together with Madam Ewa Bak, Sport Manager of Poznan city, and Mister Tomasz Wiktov, in charge of the Old Poland Regional Committee.

ENC1A - Georgia 2014 European Champion and Europe 1 for RWC2015

  Saturday March 15th, 2014 in Tbilissi, Georgia won the right to face All Black on October 2nd, 2015 within the framework of the round C of the RWC on 2015 in England. Romania will be in the round D with France Ireland, Italy and Canada. With this victory 22 - 9 in front of Romania, Georgia is also crowned 2014 European Champion.

Poland - Referees training

From 08.03 to 09.03 in Poznań the Referee Council of the Polish Rugby Union hosted IRB Educator – Philippe Marguin. The course was a part of preparation for U-18 European Championship that will be held in Wielkopolska in April. The main purpose of the course was to introduce FIRA/AER standards for assistant and technical officials for the event in areas of: prior and secondary responsibilities, working in a team, positioning and communication. Course was combined of a lecture and practical training on the pitch. During the meeting one of the members of the referee panel for the U-18 European Championship – Marcin Zeszutek received the award for Referee of the year 2013.

Germany - Get into Rugby, Europe

Get into Rugby - Europe has become a key tool in the mass participation strategies of the German Rugby Union (DRV).   Since the union launched the project as a GiR - Europe pilot nation at the start of 2013, there has now been over 18,000 participants in the Try and Play phases, in 7 regions of Germany.   The DRV currently has close to 13,000 registered players and is looking to retain as many of the 18,000 participants to stay in the Game and support FIRA-AER's goal of increasing registered players in Europe, from 1 million to 1.2 million by 2016.   One of the projects was today observed in Freiherr von Stein School in Rodgau in the region of Hessen and supported by the DRV Technical Director Manu Wilhelm, DO of Hessen Rugby Board, Max Pietrek, IRB Training Manager Jock Peggie, RDM - Europe Douglas Langley and DRV President Ian Rawcliffe who said, "What is being seen today is the great enthusiasm shown to be involved in the game of Rugby in Germany.  On Saturday the 1st of March 2014, 13 delegates took active part in the IRB/FIRA-AER Match officials level 1 course at Antwerp Rugby Club in Belgium. The outcome for the group of players, coaches and parents to practice technical skills, positioning and communication as match officials, and referee games or U11 and U13 players at the end of the day.

RWCQ2015 – ENC1A : Georgia and Romania qualify for Rugby World Cup 2015

Georgia and Romania have secured their places at Rugby World Cup 2015 following victories in the FIRA-AER European Nations Cup Division 1A this weekend. Georgia defeated Russia 36-10 in front of a massive crowd in Tbilisi, where IRB Chairman Bernard Lapasset was also present. Romania beat fourth-placed Spain 32-6. Russia’s hopes now pin on finishing third in the ENC and therefore a place in the play-off process.

IRB World Rugby Conference and Exhibition (Dublin), 18th-19th November 2013

Day one of the first ever IRB World Rugby Conference and Exhibition was an extraordinary success, with the event selling out just days before doors opened in Dublin. Well represented by FIRA-AER Member Unions, there was the opportunity to exchange ideas and meet with the RDM’s Europe at the IRB Zone. This ConfEx was held directly after the IRB General Assembly which was also well represented by FIRA-AER and its Member Unions. IRB/FIRA-AER Training & Education Support “TES” Activities in Italy and Russia

  IRB/FIRA-AER Educator Course, 1st-3rd November 2013  (Rome) The course was attended by 16 delegates from the Italian Rugby Federation (FIR). It was organised for the FIR to increase their resource of Educators in them supporting the IRB/FIRA-AER Training & Education Support “TES” adoption scheme. The now IRB licensed Educators will be able to deliver relevant educational activities in the unions that they support in Europe. It will also assist the FIR with their own educational processes that they continue to develop. The course was delivered by IRB licensed Trainers; Franco Ascione (FIR), Carlo Orlandi (FIR), Simon Jones (England) & Douglas Langley (IRB/FIRA-AER). Many thanks must go to the FIR for their hosting and support of the course. RUR Coaching Workshop on Elite Age-Grade Player Performance,  30th October-2nd November 2013 (Moscow) This “TES” activity  supported the Russian Rugby Federation with a requested workshop on elite age-grade player performance for professional club and national team Coaches. The workshop attended by 15 coaches was delivered at the Russian Federation’s Academy by Iain Monaghan (SRU), who is the Elite Development Coach at Glasgow Warriors. Many thanks must go to Iain and the SRU for supporting this project.

Webb Ellis Cup on show in Luxembourg

From James Fitzgerald - IRB Media Manager The famous Webb Ellis Cup will be on display at the Stade Josy Barthel in Luxembourg on Saturday as the home team takes on Israel in the latest round of European qualification for Rugby World Cup 2015.  The iconic trophy has been making a number of other appearances around the land-locked country as locals look forward to their huge game on Saturday. A number of European Union buildings have hosted the Cup while RWC Worldwide Partner Société Générale threw a party on Thursday to commemorate 120 years of the bank in Luxembourg and the Cup was a guest of honour.

This course was organised to support the unions of Denmark, Norway & Sweden with the “Get into Rugby – Europe” Scandinavian project and was opened by the Swedish Rugby Federation (SRF) President Madeleine Lahti. With the regions aim of increasing registered players as part of this Mass Participation program and linked to the FIRA-AER/RFU RWC 2015 “Impact” programme, it was felt necessary to support the unions with qualifying more Educators. The aim with this being to support them with the growth and development of coaches and match officials in ensuring an enjoyable and safe environment for players being recruited and retained in the Game.

Belgium: IRB/FIRA level 1 course in BSB - Tervuren

During the weekend of 31 August and 1 September the BSB (British school of Brussels) along with the VRB organised an IRB/FIRA-AER level 1 course for coaches. This is the first course in Belgium we do in English so participants from other clubs (Boitsfort, Anderlecht, De Haan) also participated. Also the format changed a little with the inclusion of the Get Into Rugby project.

  With almost 3 000 spectators in the Matmut Stadium of Lyon, the English 7's team won the French round of the Men's 7's European Championship for the third year in a row. The victory was easy against Russia (33-5) after a very tactical and physical game. The score at half ime was very balanced (7-5 for England). During the second half though, England played with feet on order to go through the Russian defence.

IRB/FIRA-AER Training & Education Support “TES” scheme activity

On Saturday 25th May 2013, Jean Archippe from the French Rugby Union held a clinic for youth coaches in Amsterdam (Ntherlands). Both FIRA-AER & IRB supported this clinis (TES program). There was much interest in the subject "How to develop rugby for young rugby players". The local club Haarlemn RFC showed up with 4 youth teams in each category. From the very young <9 till <15 Jean gave exercices which inspired the 35 youth coaches. Intsead of telling players how to play, the youth coach must be the facilitator and lead players to question themselves. They will find the solution in the end, and that is the way you develop players. Beside the practical session, Jean gave three presentations. In the presentations, he showed a lot of clips that highlighted the different stages of yought development. This was a very inspiring day for the players, parents and youth coaches.

The WRWC Qualification Tournament for Europe and Oceania, will be organised by FIRA-AER and take place in Madrid from 20 to 27 April 2013. Teams from ranking pool A will play only the 3 teams from ranking pool B and vice versa and match points will be awarded using the bonus point system. At the conclusion of the tournament, the teams are ranked one to six based on their cumulative match points, and identified respectively as winner, runner up, third, fourth, fifth, sixth. The first of the finals of the U18 Justin Bridou Trophy was decided in division A: Spain had a brilliant win against Russia (47-0). The Spanish team won the division without conceding any point with their different opponents (Sweden, Germany and finally Russia). Ranking third of division A, Poland did a surprising performance against Germany (30-6). Romania took fifth place easily against Czech Republic (30-7). Finally in the relegation game, Belgium avoided defeat, which leans Sweden will now be relegated to division B (46-14).

Belgium XV to Emirates Airline Cup of Nations in Dubaï

The second Emirates Airline Cup of Nations XV’s tournament will be played on December 8th, 11th and 14th in Dubaï. Participating in this year’s tournament are Zimbabwe, Belgium, hosts UAE and reigning Champions Hong Kong. Competition is expected to be fierce with the three visiting-countries so closely ranked (Belgium 23rd, Hong Kong 28th and Zimbabwe 29th) and while the bar may be set high hosts UAE will be looking at this XV’s tournament to lift their playing standards to a more competitive level.

Alfredo Gavazzi, new President of Italian Rugby Union

Alfredo Gavazzi was elected President of the Italian Rugby Federation at FIR’s General Assembly held in Rome on Saturday, 15th September. Alfredo Gavazzi has taken over from Giancarlo Dondi, who chaired the Italian Rugby Union for 16 years serving four terms as FIR’s President and who had annouced earlier this year that he would no longer stand for a further 4-year term.

The beach of Les Sables d’Or near Biarritz, France, celebrated the 20th Anniversary of the Anglet Beach Rugby Festival and played host for the second year in a row to the 2nd edition of the FIRA-AER Euro Beach Rugby Cup last weekend. In a region synonymous with its passion for Rugby and renowned for its beaches, 10 nations from across Europe fought it out on two pitches over two days in front of a large international crowd which saw inaugural champions France retain their crown.

Expenditure down, revenue up by 2%

 It was the job of the Head of Finance, José Maria Epalza, to give a review of the financial situation of the last tax year (1st July 2011 to 30th June 2012). Despite the reimbursement of visas and the aid given to unions who do not receive financial assistance from the IRB and also to countries who have increased by 6% on the previous tax year (due to new competitions) and thanks to the tighter control of administrative costs (10% decrease (i.e. €10.000) on last year and 30% decrease due to organising the Executive Committee meetings in Paris), expenditure is down by 3% on last year.

Internet site: 30% increase in hits

In his introduction, Bernard Jargeac, Head of Communications, reminded us that the site is now available in two languages (French and English). He gave details of how the site functions and expressed his delight at the success of the forum and especially at the large number of hits, (600,000 per year, i.e. 100,000 more than last year) from all over the world. In his review of a year abundant in sporting as well as administrative successes, Jean-Claude Baqué singled out the following for praise: the community values espoused by the Justin Bridou U18 Championship, the high standard of play at the Sevens Grand Prix Series and Women’s competitions, the great work carried out at the NTD and General Secretary meetings in Budapest. He also spoke of the frank and open discussions on the action plan which took place in Dublin and the closer relations between FIRA-AER and the Six Nations. The Chairman finished his sporting review by stating that “the countries that have a NTD in place are making the most progress”.

Michel Arpaillange: “Our priority is to have 1,200,000 members by 2015”

It was the job of the two Regional Development Managers, Michel Arpaillange and Douglas Langley to present the sporting review of the NTD meeting in Budapest. This was a detailed and comprehensive report which included; the training of NTDs, grant applications, educator courses (32 participants), mass participation projects and competitions by grade and age category. A meeting has been scheduled for August to standardize all of the IRB initiatives.

JL Barthes: “47 nations, 6 000 clubs, across all of Europe”

In his report, which was unanimously passed, the General Secretary, Jean-Louis Barthes, having thanked the Danish organisers (their 3rd time to host an AGM, having done so in 1975 and 1990) and paid homage to the memory of Albert Ferrasse, gave a detailed, pithy review of FIRA-AER’s activities. These activities are outlined in a 107-page document produced in French and English and covering the competitions, meetings and training courses. He went on to state that this document is extremely comprehensive and of an excellent standard and that it contains all of the events which punctuated the season: results, competition classifications, working meetings, administrative, sporting technical and refereeing courses, and reports from the Executive Committees, Administrative Councils and AGMs”

Preparations underway for the 2013 Congress in Sweden

  In her presentation on the 2013 Congress in Stockholm (3 to 7 July), the Chairwoman of the Swedish Union announced that she was ready to welcome the entire European delegation. Jean-Claude Baqué pointed out to her however, that to “to enable them to work more efficiently the General Secretaries and the NTDs would prefere to be accomodated separately . This unfortunately means they will not get to experience the historic location chosen to accommodate the Congress, i.e. the hotel in which the Nobel Prizes are awarded!

Rugby at the Youth Olympics 2014

 Jean-Claude Baqué gave a report on behalf of Raul Martins who was unable to attend and whom he had already replaced at the IRB Council. He spoke firstly about the creation of an official committee (as requested by Chairman Lapasset) to deal with regional associations. This committee would have a rotating presidency and would serve to highlight the needs, projects and the opinions of the associations. It would hold 2 or 3 meetings per year.

Unanimous vote for Turkey

The three candidates for the Administrative Council, Rossen Cholov (Bulgaria), Klaus Blank (Germany) and Bill Nolan (Scotland) were unanimously elected by the AGM. The Chairman of the Legal Committee, Jean-Jacques Zander, announced the permanent withdrawal of Armenia due to its inability to pay its subscription fees and stated that it will be penalised at the Executive Committee meeting in October. He also made reference to the financial compensation that Lithuania owes to Sweden (travel expenses).

  One of the top referees from the European AGs, David Carrigy, representing the Chairman of the IRB Bernard Lapasset, delivered a cordial message on his behalf. “It is always a great pleasure to be here with you. The IRB representatives appreciate your hard work. Your support for the development of rugby can only get better. You are truly part of the IRB. We are living in difficult times; however the positive financial figures of the last World Cup mean that the IRB can continue to provide financial aid. A new financial policy has been adopted. It involves the release of funds for strategic purposes (on-going development) which will be outlined at a later date, totalling 10 million sterling. Our internet site and videos are at your disposal. A huge effort has been made in Women’s rugby (110 nations, more than one million players). This steady growth has exceeded our expectations. We are sure FIRA-AER will take full advantage of this growth in the development of its structures. Thank you for the work you are doing”.

Medals: An investment in the future

   It is a FIRA-AER tradition to end all General Assemblies with the awarding of bronze, silver and gold medals. These awards are, usually and in almost all cases awarded for services rendered. In his speech during the awarding of the medals to the recipients, Jean-Claude Baqué stated that “it is an excellent idea to reward the young”. It is an effective way of investing in the future”.

One of the most satisfying things to emerge from the last World Cup (the most sensational yet, according to Kit Mc Connell) was that it produced the greatest number of television viewers ever. Preparations for Justin Bridou U18 European Championship already underway

The details of the Men’s, Women’s, Youth and Sevens rugby competitions will be outlined in detail later in this edition. Michel Arpaillage and Douglas Langley presented a report on the work carried out in the different sectors and spoke of a policy aimed at creating greater movement between the different nations.  The FIRA-AER 7's European Championship started this week-end in Lyon (France) MATMUT Stadium where the TOP 14 Club LOU is hosted. This was the first round of the 2012 7's Grand Prix Series played by the 12 best European 7's teams. In total, 42 fixtures were programmed on Saturday 2nd and Sunday 3rd June.  The last game shows England wining the title after a very interesting finale under a pouring rain.

The FIRA-AER 7’s European Championship has started on 2/3 June 2012 in Lyon. The best 12 European 7s teams has played the first round of the 2012 7’s Grand Prix Series over two days. The Trophy U18 Justin Bridou opens on Friday, 30th March in Madrid. Friday March 30th, begins in Madrid (Spain) the Trophy FIRA-AER U18 Justin Bridou. This European Rugby Championship U18 is reserved for the players born in1994 and 1995. The Tournament is organized for the first time in Spain by the Spanish Federation of Rugby (FER) and will last until Saturday, April 7th.In the three divisions, the teams will be in confrontation in quarterfinal, semis then finales using as  ranking matches. 24 teams divided in 3 pools of 8 teams, 624 players and 36 games, about 40 referees and more than100 volunteers are going to live up this magnificent competition.

The second edition of the 7’s Grand Prix series in Lyon was officially announced - 2/3 June 2012 - during a press conference held in the magnificent town hall this week. The deputy mayor in charge of sports, Thierry Braillard, is glad the French stage of the competition is taking place in Lyon. Accompanied by Daniel Falque, Vice-President of the French Rugby Union, and Yvan Patet, President of the LOU rugby club, he confirmed that this choice was resolutely forward-looking. They believe 7’s rugby, becoming an Olympic sport in 2016 in Rio, has a huge potential and has a larger scope than fifteen-a-side rugby.

A great stalwart of the Game, Ferrasse served twice as IRB Chairman in 1980 and 1987, IRB Council Member between 1979 and 1992, FIRA-AER President between 1989 and 1997 and was the man who had the idea of the Rugby World Cup.

Fundamentals rights in sports - Doping 2011

 A new workshop will be given on 21 January at the Maison du Barreau de Paris. This seminar will present the mains problems in the morning, works in group per topic in the afternoon. FIRA-AER vote Bernard Lapasset as IRB Chairman

Raul Martins, FIRA-AER representative on the IRB Council, had earlier explained why the election of the IRB Chairman was postponed to Los Angeles due to the late application of Bill Beaumont. The General Assembly therefore included the vote to appoint a candidate in its agenda. Bill Beaumont followed by Bernard Lapasset were given half an hour each to state their case. This involved a twenty minute address followed by ten minutes to respond to questions from the floor.

Healthy finances despite economic crisis

José Maria Epalza and his assistant Ole Nielsen presented a table of the current financial situation which despite the economic crisis and a policy to support increased numbers of competitions, remains reassuringly healthy. A surplus of €43,000 is recorded, while expenditure amounted to €2 436 000. 74% of income came from the IRB, 14% from sponsorship and the remainder from various other sources.

U18 - Justin Bridou Trophy in Spain well on track

Before the Spanish technical officer Ruben Duque outlined the details of the organisation of the event, Jean-Claude Baqué welcomed two “strangers” to FIRA-AER, namely Jon Davis from the UK and Jacques Laurans (Six Nations) and stated that FIRA-AER and the Six Nations were totally united in their efforts and were working hand in hand in all areas including youth rugby policy, training of staff and the development of women’s rugby.

Increasing number of members. Why? How ?

The major debate of this General Assembly focused on the fascinating subject of increasing member numbers. In his opening address Michel Arpaillange stated that “ comparison between 2003 and 2010 shows that certain countries have not increased their number of players. Over the next four years let us use the 2015 World Cup as the impetus for new initiatives to develop Rugby”

2010-2011 strategic plan 95% complete

Chairman Jean-Claude Baqué expressed his satisfaction that “we have realised 95% of the strategic plan which we presented to the IRB”. He emphasised the effectiveness of the logbook created by the IRB. He went on to talk about the 2011-2015 plan, the fruit of collective labours which involved taking the previous plan and reviewing all areas in need of improvement. He spoke of the work carried out at the General Assembly in Las Palmas, then by the Executive Committee and then by the twelve or so participating unions. In January 2012 a final draft will be submitted with the help of the IRB and forwarded, in French and English, to all member nations.

To conclude on competitions, Jean-Claude Baqué welcomed the addition of Spain to the list of organisers. Up until now this role has been fulfilled by Italy and France with one event taking place in Wales . He went on to announce that the 2013 competition will take place in France.

Unanimous approval of new Executive Committee

Once the minutes of all the previous meeting of the bodies had been approved, Jean-Claude BAQUÉ submitted a proposal for an amendment to the Executive Committee to the Extraordinary General Assembly as is permitted by the bylaws every two years.

IRB recommends caution regarding economic plans

In the absence of Raul MARTINS who was ill and who communicated via email, Jacques LAURANS and David PICKERING acted as spokespersons for the IRB announcing an economic conference which will examine ideas for starting afresh and will encourage unions to examine their expenditure and increased charges in the current economic climate and to assess the financial implications arising from the current situation.

Medical : efforts being made / noticable improvements

Doctor Jacques MOMBET, Chairman of the Medical Committee, announced the new anti-doping regulations and explained how they will work, in particular the withdrawal of the declaration of use; players will now be required to be in possession of a doctor’s prescription at all times for banned products which they might be receiving for treatment.

Refereeing must remain central to the development of rugby. The work of the committee presided over by René HOURQUET is therefore focusing its efforts on ensuring that a maximum number of nations is represented on the FIRA-AER refereeing panel.

High-performance Committee gets go-ahead

Two years after its creation, the High-Performance Committee, presided over by Octavian MORARIU, is about to achieve its objective: to provide the top teams with the exposure they deserve by launching an invitation to tender (media and commercial rights) which has resulted in negotiations with Eurosport and Sportfive. The arguments and views put forward by Eurosport would appear to be the most convincing.

Competitions : more evently matched / new handbook

A general review of the competitions (men and women’s) was preceded by a report given by Bernard JARGEAC concerning improvements to the internet site (praised by José Maria EPALZA) and also the introduction of the bonus system which he remarked had lead to more dynamic and more evenly-matched games. His report focused on the first 25 matches (55 in total) played in divisions 1B, 2 and 3. On the financial front the IRB will provide the same assistance for 2012 as last year

Jean-Claude BAQUÉ: “A highly memorable 86th Congress”

Led by Michel Arpaillange the final touch was made to the fixtures. One problem, between Finland and Luxembourg, remained unresolvable because of the absence of Cyprus. As an exception, Russia was authorised to play matches at the end of the season on the grounds of climatic conditions but without this be established as a precedent because, once the World Cup qualifications get underway, the timetable simply has to be complied with.

Creation of a Sevens Youth Competition for boys and girls

The second part of the meeting began with a review of all XVs Rugby competitions culminating in discussions, commentaries, critiques and proposals. These were always constructive and always kept the issue of finance in mind. The main theme was the creation of a Sevens Rugby Competition for young players (boys and girls). Jean-Claude Baqué’s view was to “agree in principle to a competition for players between 16 and 18 years of age sponsored by the Société Générale. “Seven’s Rugby is a very specific discipline and therefore we need to train a maximum number of young people as quickly as possible”, he suggested. Michel Arpaillange  suggested that “we should explore and reflect on this issue and come up with a proposal at the AGM in December”.

The “Boss” pays tribute to IRB development

Morgan Buckley, General Director of development at the IRB, kept a close eye on proceedings. Having presented the IRB strategic plan to the National Technical Directors and revealing that Rugby has gained 19% in new markets, that the number of players has increased by 18% since the last World Cup (33% in Africa, 22% in South America and 19% in Asia), that Rugby is now the 3rd most popular sport in the USA and that the 98 IRB member-unions generated 5.5 million players (this statistic refers to members only), he went on to review all the methods which would be used by the major nations, as well as the USA, Mexico and Brazil, to develop Rugby, and he urged  the FIRA-AER nations to let their ideas be known. “What are you doing to hold on to players? Have you any new initiatives?”

The NTD’s crusade to increase player numbers

The first knights to start their crusade were the National Technical Directors. Led by Jean-Claude Baqué who came straight from the airport to the meeting room, and bolstered by the duo Michel Arpaillange and Douglas Langley, the 25 participants, broken up into four working groups with a spokesperson each, took on the mammoth task of addressing the burning question: “How can we increase player numbers?”

Outstanding jointly-compiled strategic plan

The collective working session with the Chairmen was described by Jean-Claude Baqué: “As a key page for the future”. A page that strategically includes two crucial years: 2015 (World Cup) and 2016 (Olympic Games.) As all nations (with the exceptions of Armenia, Azerbaijan, Cyprus, Lithuania, Slovakia, Slovenia and Estonia) have added their contributions to the structure it is, according to the Chairman of FIRA-AER who chaired the whole of the meeting: “an outstanding joint operation. An improvement in the continuity issuing from 37 nations. The financial resources pump has been primed. It is now about planning. By speeding up communications (which are already better) with the VI Nations”.

From the inventory in terms of refereeing, where he chairs the Commission (led by Patrick ROBIN to whom he offered his thanks), René Hourquet drew the following conclusion: We can only progress through work. In the field of refereeing all countries must move forwards otherwise the gap will deepen and this runs counter to the global project of FIRA-AER.

Sevens: Scotland integrated in 2012

The VII Rugby Commission strategic plan presented by its Chairman: Howard THOMAS as a joint strategy with the Elite Level Commission (a card to be played in the commercial operations) led to the following declaration: “I am convinced that our actions will inspire other Regional Associations and that we will play a role in the qualifications for the Olympic Games.

Chair of the Elite Level Commission, Octavian Morariu, outlined the hard work accomplished since 2007 to reach the objective, at last achieved: “The creation of a trading company enabling the start of the partnership”. To be recorded and formalised by the Executive Committee in September.

162, 000 tickets on sale for Sevens World Cup in Moscow

The Russian administrative staff gave a comprehensive presentation, accompanied by documentation, of the event which will take place in seven months’ time. 11,187 tickets have already been sold. Various events for young people and a music festival are scheduled. Jean-Claude Baqué congratulated Russia on what he described as a “cocktail of sport and culture”.

1.     FIRA-AER medal goes to Claus Peter Bach. The efficient, loyal and long-serving devotee of European and German rugby, Claus Peter, was honoured by Jean-Claude Baqué in an emotional exchange. 2.     Vernon Pugh trophy goes to Viorel Morariu.  The International Rugby Board awarded the Vernon Pugh trophy, which honours distinguished individuals who have served Rugby, to Viorel Morariu, the former Romanian Chairman, vice Chairman of FIRA and former captain of his national XVs team. Morariu also served as the FIRA representative on the IRB Board from 1995 to 1997. We extend our warmest congratulations to him.

Competitions : Improvements at Elite level require changes at youth level

In his introduction to the meeting devoted to competitions (Men’s and Women’s) Michel Arpaillange stated that “seven World Cups have been played since 1987. Six have been won by countries from the southern hemisphere with only one being won by the northern hemisphere (England in 2003). We therefore need to improve our standard. Any significant improvement will require a new approach at youth level”.

U18 Justin Bridou Trophy : The Alps comes out on top!

The opening of the 89th General Assembly was devoted to what Jean-Claude Baqué described as, “Our leading light youth competition: the U18 Justin Bridou Championship”, adding that “Spain has set the bar very high” and expressing his hope that the Committee from the Alps would follow suit. This objective was indeed achieved and even surpassed in terms of the organisation of the event.

A target of one million two hundred thousand players by 2015

In his address on competitions, Michel Arpaillange had already broached this particular subject by stating the need to “strengthen our competitions in order to catch up on the southern hemisphere (2 working groups, 6 Nations and all European countries) while remaining aware of the economic realities involved”. He probed the issue further with Douglas Langley in their address on the Prague Conference and the “Get into Rugby Europe” initiative. Their idea is to use the occasion of the World Cup in England to work on relationships between clubs and primary schools, using club coaches trained by FIRA-AER who will provide the funding and skills required.

Finances show a surplus in 2012

Before starting his two-fold presentation (accounts 2011-2012 and the budget for future competitions), General Treasurer, José Maria Epalza highlighted that 75% of expenditure related to the sporting sector and that this figure is on the decline. Jean-Claude Baqué responded by stating that the IRB was pleasantly surprised by this and noted that, apart from the two Board members and the two FIRA staff who receive a salary, everyone else participated on a voluntary basis.

David CARRIGY : IRB-FIRA partnership has never been stronger

It was the job of David Carrigy, representative and spokesperson for the IRB Chairman, Bernard Lapasset, to conclude the General Assembly. He congratulated Jean-Claude Baqué and all the elected members and expressed his desire to get down to working with them as soon as possible. He paid tribute to Raul Martins for his activities on the Board and expressed his pleasure in welcoming his successor, Octavian Morariu. Octavian’s father, Viorel was awarded the Vernon Pugh trophy, by a unanimous decision, for his service to rugby.

Six Nations protocol agreement: France the only dissenting voice

Since January 2011 and following the Lisbon Treaty, the 6 Nations have been keen to participate in European institutions. A document implicating FIRA-AER, the IRB and the 6 Nations was drafted to help increase cooperation with the common aim of developing rugby and collaborating on field studies.

Regulations : David Carrigy goes the whole hog

Initially it was intended that Regulation 22 would be the sole subject of the IRB representative, David Carrigy’s address. However, he ended up giving a rather longer address in which he highlighted the responsibility of the Chairmen and Secretaries General to insure that the regulations are clearly understood and complied with, whether they be in relation to artificial surfaces, anti-doping matters or other issues. The 400-page IRB manual should not frighten us. “If you have difficulties, ask for explanations”, he urged. “We have produced a summary in English, French and Spanish which should make this easier for you.

A well-balanced and functional management team

The Executive Committee, composed of Jean-Claude Baqué, Jean-Louis Barthès, Drazen Colnago, Jonathan Dance, Martin Davies, José Maria Epalza, Archie Ferguson, Stephen Hilditch, Bernard Jargeac, Vyacheslav Kopiev, Raul Martins, Octavian Morariu, Dany Roelands, Tullio Rosolen, was appointed in accordance with FIRA bylaws. The choice of the ten Vice-chairmen represents a balanced geographic spread with from Portugal : Amado Da SILVA ; England : Benjamin Calveley ; Spain; Javier Gonzalez Cancho ; France: René Hourquet (Pierre Camou having voluntarily given up his position) ; Russian : Vyacheslav Kopiev ; Poland ; Jan Kozlowski (who is to represent FIRA-AER on a permanent basis in Brussels) ; Romania : Octavian Morariu; Georgia : George Nijaradze ; Scotland: Bill Nolan ; and finally from Italy: Zeno Zanandrea.

Jean-Claude Baqué elected Chairman

The Assembly continued its work while the election was taking place, with Daniel Mitrea from Romanian acting as intermediary Chairman. The vote resulted in the election of 44 members. There are 13 new members representing 33% of the overall board. (See internet site).

Extension of partnership with Société Générale

In his opening address to the Board of Directors and the Ordinary General Assembly, Jean-Claude Baqué expressed, to Caroline Guillaumin, Communications Manager, his pleasure at being asked to speak on this special occasion and in such convivial circumstances. He spoke of the friendship they shared, describing it as a partnership in the true sense of the word. He thanked her for her help in the past and anticipated her help in the future (the contract has been renewed up to June 2016 with an increase of 22%). He thanked the bank for its sponsorship of the U19s Sevens Tournament which bears its name and assured it of FIRA-AER’s total support in the staging of this event.

862 artificial pitches in official use

The Andorran example was the first to be addressed. This is a publically owned pitch in the city centre, refurbished using 2 million euros provided by U.F.A. This represents two thirds of the overall cost, the government having provided the final third. The pitch was refurbished to host half a dozen international soccer matches. The other dates were assigned to rugby matches since the pitch dimensions meet with the required standards. It can accommodate 3,000 spectators.
